Trump Reverses Biden’s Cybersecurity Rules

Trump Executive Order Overhauls Digital Security Policies

President Donald Trump issued an executive order on Friday that substantially alters cybersecurity measures implemented during the Obama and Biden administrations. The order targets several key initiatives ranging from digital identity policies to AI security protocols and quantum encryption standards.

Rolling Back Digital ID Provisions

The administration specifically removed provisions from Biden’s Executive Order 14144 that encouraged agencies to “consider accepting digital identity documents” for public benefits. The White House contends this policy could enable “improper access by illegal immigrants” to government services.

Cybersecurity experts have expressed concerns about this reversal. Mark Montgomery of the Foundation for Defense of Democracies warned that eliminating digital ID mandates “prioritizes questionable immigration benefits over proven cybersecurity benefits.”

AI Cybersecurity Changes

The order significantly modifies several AI security initiatives established under Biden, including:

  • Eliminating requirements for AI testing in energy infrastructure defense
  • Cutting federal funding for AI security research programs
  • Removing Pentagon directives for AI-powered cybersecurity models

The administration frames these changes as refocusing AI strategy toward “identifying and managing vulnerabilities” rather than what it describes as potential “censorship” risks – a concern frequently voiced by Trump’s Silicon Valley allies.

Other Key Policy Reversals

The executive order implements several additional cybersecurity policy changes:

Encryption Standards

Trump removed Biden-era requirements for agencies to implement quantum-resistant encryption “as soon as practicable,” arguing the mandate was premature.

Software Security Requirements

The order eliminates obligations for federal contractors to attest to their software security, dismissing the requirements as “unproven and burdensome” processes that prioritized compliance over actual security improvements.

Cybersecurity Sanctions

Reaching back to Obama-era policies, Trump repealed measures allowing sanctions for domestic cyberattacks. The revised policy now restricts sanctions exclusively to “foreign malicious actors” to prevent perceived misuse against political opponents and election activities.

This comprehensive executive order represents one of the most significant reversals of previous administrations’ cybersecurity frameworks, likely sparking continued debate about the balance between security, innovation, and political priorities in digital policy.
